Would like to know if my idea is possible in java

I have been given a university assignment to create a security tool and i was going to code one in java. A while ago a load of computers where stolen from the university and i plan on making a security tool to track the computers if they are ever stolen again. The programme I plan on making will be installed on a university computer, each time the computer boots up and connects to a network the programme checks to see if the computer is connected to the university network. If it isnt the program logs all the current network information such as the external ip address (used for tracking where the computer is) and emails it to the security staff at the university. so if a computer is stolen and connected to a network that is not a part of the university security will be notified and the can pass the information on to the authorities

Now i know this isnt a new idea and there are probably a lot better ways of tracking a computer but it doesn't have to be a new idea as long as I create a working programme my self. So how hard would a programme like this be to make with java, is it worth doing or should i come up with a new idea
